Introducing Gábor Balás, managing director and senior researcher of HÉTFA Research Institute. He graduated in 1999 as Master of Sciences in Economics with specialisations in finance and public administration. He was a visiting fellow in University of Maastricht studying Economics in European Integration and started his PhD in Economics from the aspects of public administration in 2000 but suspended. With over 25 years of experience in policy evaluation, Gábor has played a pivotal role in shaping national and European development programs.
His expertise spans SME policy, macroeconomic impacts, social integration, labor, urban, and territorial policies. Having led 50+ program evaluations, he has contributed significantly to evidence-based policymaking.
Before founding HÉTFA, he served as Head of the Department of Evaluation and Methodology at Hungary’s National Development Agency (2003–2007), where he played a key role in organizing the national evaluation system for EU policies—many aspects of which are still in place today.
