“Participation in evaluation – Participatory evaluation”

The 7th PROFEEDBACK Conference took place on 1 October 2024 at the University of New York Tirana, Main Campus, in Tirana, Albania. With the theme “Participation in Evaluation – Participatory Evaluation,” this event invited researchers, practitioners, and policymakers to explore the significance of stakeholder involvement in evaluating policies and programs.

Organized by PROFEEDBACK in collaboration with Hydrowater Albania and the University of New York Tirana, this conference emphasized the value of participatory approaches in impact evaluation. Stakeholder engagement is increasingly recognized as critical for achieving meaningful performance outcomes, evaluating impacts, and incorporating the lived experiences of beneficiaries. By involving stakeholders at various stages of the evaluation process—from design to reporting—this approach enriches both the rigor and relevance of evaluation findings.

Key topics include:

• The role of participatory evaluation in enhancing outcome measurement,
• Approaches for engaging stakeholders in policy and program evaluation,
• Methodologies for integrating lived experiences into evaluation frameworks,
• Lessons learned from participatory impact evaluations across different sectors, and
• The implications of participatory approaches for policymaking and accountability.

The PROFEEDBACK Action aimed to strengthen the networking of the EU policy evaluation community, raise awareness of the importance of policy evaluation research, and improve its influence on policy design and implementation. Following a collaborative and inclusive approach, the conference gathered experts and professionals to share innovative theories, methods, and tools for participatory evaluation.
